here is my 2 cents: in my project there was a long and fierce debate on whether to use Free and Open Source software (Linux &amp; OpenOffice) in the computer labs I&#039;m about to put in place in Burundian schools. When asked for his opinion, an experienced computer consultant answered that beyond techincal reasons, Burundian ministries are recalcitrants to adopt Free and Open Source software precisely because, being freely downloadable from the Net, the 10% of nothing is nothing, thus better pay some thousands dollars for Microsoft products and have a real, juicy 10% instead.
